A small volume enema is probably the best tool to use when severely constipated or impacted.
The small volume enema can be easily accomplished by using a bulb syringe and a few ounces of enema solution.

Mostly this enema consists of approximately 16 oz. of fluid or less and are held in the rectum for a specific period of time to soften the hardened fecal matter.  The type of enema solution can vary from plain  warm filtered water to soap suds and water or possibly mineral oil or extra-virgin olive oil

Small volume enemas made with oils also lubricate the rectal walls, which helps facilitate an easier more comfortable evacuation of hardened fecal material.

Here is a great downloadable reference video for the Small Volume Enema, showing and explaining how to use a small volume enema. It includes the types of additives to help you with your enema.
